The project was implemented to replace the existing wastewater treatment plant and to provide a facility
that would allow for a high quality effluent discharge to shellfish sensitive receiving waters. The process selected was a Membrane Bioreactor to meet effluent limits as well as provide a system with a small footprint in a highly visible location in downtown Blaine.

SPI developed the membrane bioreactor system procurement and performed a detailed life cycle analysis of the MBR system proposals. SPI provided review of the MBR system process design as part of a formal value engineering study.
